Lawn Signs:
The time has come again, to show the democrats we need business. Right now we are holding short meetings to strategize the best locations for our mobile advertising activity. We need two things from you:

Sign Crew Help:
September 9th & 16th are both going to be a big sign crew meetings where we need to get a lot done; But nothing can be done without your help!
Locations: We want your input on the best location for our signs, we want no opportunities missed in this aspect of our plan.

HQ Needs You!
When I first started, I created a shift system for volunteers. With less than 80 days to go, we need help now more than ever. Please contact me at 732-431-6664 or heatherbgop@gmail.com to book a shift. From envelope stuffing to phone calls and beyond; every little bit is needed.

Dear Editor:
One of the best publicity is word of mouth and the only way to get that is to be seen. Republican leadership is the reason for Monmouth County’s outstanding quality of life

Fellow Republicans:
In the coming days, the campaign of Rosemarie Peters, Andrew Lucas, and Freeholder Anna Little will announce an ambitious party platform to keep Monmouth County an outstanding and affordable place to live and work. In media stories, and undoubtedly in the coming attack ads of the Democrats’ wheeled-money campaign, you will be told that Republicans are not reformers, that corruption is rampant, and that we should not be proud of our Monmouth County Republican Government.
I say that’s a bunch of Balogna.
Let me remind you of the effectiveness of Republican leaders in making Monmouth County one of the best places to live in New Jersey:

1. Outstanding Financial management. We are one of only 13 counties in the entire nation to have earned AAA bond rating. This means our financial house is well in order – the number one reason voters put us there in the first place. For taxpayers, this means we save thousands in bonding costs, and can benefit municipalities by allowing them access to this great credit score through the Monmouth County Improvement Authority.

2. A great candidate for Surrogate. Rosemarie Peters helped to establish the open space preservation committee in Middletown, and led the charge in preserving 300 acres. Just think of her leadership in building on the good work of Surrogate Marie Muhler.

3. Proven reformers for Freeholder. Andrew Lucas cut taxes in his hometown of Manalapan. That’s right, he cut them in an age of cynism where voters don’t believe it can be done. He will bring his Princeton education to Freehold, and taxpayers like you and me will reap the rewards for years to come. Freeholder Anna Little will bring the care and concern that she has for the Highlands to county government, and her focus on cutting wasteful spending will make true-believers out of every homeowner and taxpayer she meets.

4. Nationally recognized constitutional officers. Sheriff Joe Oxley is recognized as the National Sheriff’s Association Sheriff of the Year. Of the 3,000 Sheriffs across our great nation, Monmouth County’s Republican Sheriff is best. County Clerk Claire French continues to impress her peers with the innovation and leadership taking place in her office.

5. Ethical leadership in political campaigning. A statewide expert on election law called the Monmouth County Republicans “Ethical Roadmap” in campaign fundraising the “platinum standard for the 41 other county political organizations.” The Asbury Park Press endorsed the plan with a glowing editorial. The Democrats have not responded.

6. Reform at the County Counsel. Reform and vendetta are two different things. Our Freeholders significantly restructured the attorney positions for the better. Fees and rates were slashed. Significant oversight by the Freeholder board is in place. A tough policy keeps counsel and politics separate.

And by the way, to contrast the above with the Democrats in Trenton, the press reported last week:
“New Jersey's state government has raised taxes this year more than any other state in the nation, according to a preliminary report released today by the National Conference of State Legislatures.
Among 44 states that provided tax information to the nonpartisan research group for state legislatures, New Jersey was one of three that hiked taxes by more than 1 percent and the only one to increase them by more than 5 percent.
(New Jersey) was often cited in the report for tax hikes and stood in contrast to most of its peers that have surpluses and can cut taxes or raise funding for programs like education, health care or road projects.”

This is how Dems govern in Trenton. They can not be trusted with our Monmouth County. Tell your neighbors and friends – there is a difference. Start the revolt to take back Trenton today. Be proud to be a Monmouth County Republican. I am. Pass this email along. We have a better way of governing, and our voters tell us so consistently.

Monmouth County Republican Checklist for the Week

Hello Fellow Republicans:
I am writing this to give you a little insight as to what you can do to assist in our success in November. As fellow Republicans, we need everyone's involvement to win this November for all of our candidates.

Freehold Office:
Now that we are open from 9:30 to 5:30 and some weekends, we need people to keep the office active. Please feel free to walk in for an hour or two and contact me if you want to set up a shift; contact me at 732-431-6664 or by email at

Phone Banking:
Our MCRC Chairman, Adam Puharic, wants every Republican to volunteer some hours to our countywide phone banking effort. We are looking for town-sponsored phone banks at county HQ in Freehold. Contact your municipal chair so that he or she can get 4 to 5 volunteer callers to fill at least one slot (M-F 5-8:30 pm and Sat. Noon to 8:30 pm).
If your chairman has not yet reserved one or more slots for your town, and you would like to help directly, call the County HQ at 732-431-6664.

Involvement, involvement involvement:
Right now the MCRC is working on doing door to door walking every weekend and we need people who know the area or are ready to learn a new area to walk with candidates. Speaking of homes, Middlesex Committee member Donald Katz suggests holding backyard get-togethers with prospective helpers so you get to know them and discuss what they can do for the committee.

Phone lists:
The Freehold headquarters are ready to set you up with up to date phone and walking lists. We are also ready to assist you in finding the best way for you to keep records. Please contact me at 732-431-6664 or by email at

Absentee ballots:
When walking door to door, be ready to suggest and/or assist with the absentee ballot. August is the month for many to go off to school and they will need a way to let their voice be heard on election day. P.S. look for elder family members, just turned 18 year-olds and/or stay at home moms who are too busy to go to the polls.

Literature is ready!
From palm cards to bumper stickers to lawn signs. If you have a place for a GOP décor or know someone looking, let us know. We have Chris Smith signs, county candidate stickers and more. Be sure to mention this at your walks and/or phone calls.

Events:
We can only know what you know if you tell us. If you hear of an event or meeting you think any or all of our candidates should be at, let us know. We can even put it on our online calendar. Email the event time, date and location at

Use your voice:
Letters to the editor are a great way for the state and/or nation to know what we Republicans know and feel. These can also be a great venue for our candidates. On behalf of Rosemarie Peters, Andrew Lucas, and Freeholder Anna Little, I just wanted to extend a heartfelt thank you to everyone who helped make our 51st Annual Finance Gala a tremendous success. We all owe our Finance Gala Chairman, Tom Gagliano, a debt of gratitude for his selfless service to our party. He was an amazing man to work with, and I am lucky to have him as a trusted confidant in my chairmanship. Special thanks to Tanya VanVechten, Barbara Hindman, Heather Bachman, and Rick Denoia for an unbelievable amount of behind the scenes effort.
To every Republican who worked hard tonight – thank you for proving that Monmouth County is the best Republican organization in the state. Chairman Adam Puharic Calls for New Ethical Leadership in Campaign Fundraising

Freehold, NJ – Monmouth County Republican Chairman Adam Puharic today called for reform in countywide campaign fundraising, and is issuing a challenge to Democrats in raising the bar in ethical public service. Chairman Puharic announced the creation of his plan, entitled “An Ethical Roadmap for Monmouth County Republicans,” which calls for web posting of ELEC reports, voluntary spending limits, as well as an independent council to oversee contributions given to Republicans.
“It is time to focus on public service, take campaign fundraising out of darkness, and begin the process of restoring public confidence in our political process,” Chairman Puharic said. “Republicans have lead the way in making this county a great place to live, work and raise a family. Now it is time to lead the way in setting a new standard for campaigns, candidates and the next generation of Republican leaders.”
“An ethical Roadmap for Monmouth County Republicans” establishes an election law compliance council to provide the county Republican Treasurer with 24-hour advice in adhering to all campaign finance laws. The Council consists of four or more independent professionals from legal, accounting, and public service backgrounds. Within 48 hours of receipt of any contribution, volunteers will notify the members of the Council. The Compliance Council will in turn advise the Chairman and Treasurer whether the Monmouth County Republican Committee (MCRC) should accept this contribution. Promptly, the treasurer will then deposit or return the contribution.
The Monmouth County Republican Committee will begin internet postings of our regular ELEC report filings on the web site at

The sessions will be approximately one hour in length, providing municipal leaders with a comprehensive understanding of all campaign finance reform law, as well as best practices each town may establish to ensure transparency and openness in the campaign process.
The Monmouth County Republican Committee calls on Victor Scudiery and the Monmouth County Democrats to limit total campaign expenditures in the 2006 county election cycle to $75,000 per candidate, or $225,000. An Ethical Roadmap for Monmouth County Republicans

I. Compliance Council
The Monmouth County Republican Committee will establish an election law compliance
council to provide the county Republican Treasurer with 24-hour advice in adhering to all
campaign finance laws. The Council consists of four or more independent professionals
from legal, accounting, and public service backgrounds. Invited to serve on the Council
are Tom Gagliano, former Monmouth County State Senator, Assemblyman Bill Baroni, a
recognized election law teacher from Seton Hall University, Ron Gravino, treasurer to
many statewide elected officials.
Within 48 hours of receipt of any contribution, volunteers will notify the members of the
Council. The Compliance Council will in turn advise the Chairman and Treasurer
whether the Monmouth County Republican Committee (MCRC) should accept this
contribution. Promptly, the treasurer will then deposit or return the contribution.
In this way, the MCRC is establishing an independent authority to provide checks and
balances to our treasurer, so that all contributions are vetted, advised on, and acted upon
in an environment of transparency and inclusion.
II. Web postings of ELEC Reports
The Monmouth County Republican Committee is committed to raising campaign and
operation funds in an environment that engenders confidence, openness and transparency.
It is our contention that the Republican party is the right party for Monmouth County, and
that everyone who comes to know and understand our platform will want to contribute
towards the success of our candidates. Our contributors are volunteers who believe in the
cause, and can see the outstanding success that Monmouth County has achieved through
over two decades of Republican Leadership.
Therefore, the MCRC will begin internet postings of our regular ELEC report filings on
the web site at www.monmouthrepublican.org. We intend to establish this practice
within one week of this announcement. In addition, it is our intention to post our reports
on or before the due date for each filing.
In addition, I ask the media to consider linking to our contributor page so that readers and
viewers can have fast access to our election reports. The public can help us to maintain
the highest of ethical standards in campaigning.
I call upon Victor Scudiery and the Monmouth County Democrat Organization to follow
our lead, go beyond ELEC reporting requirements, and provide the public with easy
access to their reports
III. Compliance School
On a monthly basis, municipal chairman from across Monmouth County will be invited
to attend compliance school, at the headquarters on W. Main Street. The sessions will be
approximately one hour in length, providing our municipal leaders with a comprehensive
understanding of all campaign finance reform law, as well as best practices each town
may establish to ensure transparency and openness in the campaign process. During
these sessions, individual campaigns may bring contributions to be vetted and discussed,
so that our municipal Republican committees can be confident in the funds they receive.
IV. A call for voluntary campaign spending limits
The Monmouth County Republican Committee calls on Victor Scudiery and the
Monmouth County Democrats to limit total campaign expenditures in the 2006 county
election cycle to $75,000 per candidate, or $225,000. The Monmouth County
Republicans will abide by this limit, if our opponents will agree to the same spending
limits.
The Monmouth County Republican Committee is setting a new standard in ethical
fundraising for our election victories. I call upon municipal chairman from both parties
to move towards adopting these goals.

Democrats won't back Inzerillo

Party, Freeholder candidate at odds

The Monmouth County Democratic Organization on Wednesday withdrew its endorsement of Leonard L. Inzerillo for freeholder because the candidate failed to file necessary state financial reports on his aborted campaign for a state Assembly seat.
Inzerillo, a former Middletown Board of Education member, acknowledged that the mandatory reports were not filed, but said it was the party-assigned treasurer who was at fault. He vowed to continue his campaign for the Board of Freeholders in November, with or without the party's backing.
"This is not about campaign filings," Inzerillo said of the party's stated reason for backing off his candidacy.
"This is about the direction this party is taking. I questioned that direction, and as a result, I was told I was "out of control.' Well, I won't be bullied and I won't be bossed," Inzerillo said.
Inzerillo added that it was he who discovered the required financial filings were not made while reading a Web log, or blog, about six weeks ago. He said he immediately contacted county party Chairman Victor Scudiery, who told him to quit the race.
"That's an outright lie," Scudiery said Wednesday of making such a demand.
Scudiery also denied that the treasurer for Inzerillo's 2005 exploratory campaign for Assembly — whom both identify as Robin Panten — was to blame for the missing paperwork.
"He's the candidate and he's responsible," Scudiery said.
Despite what he said was the treasurer's error, Inzerillo agreed that he should have been aware that the required paperwork was not filed with the state Election Law Enforcement Commission.
He said he would be in Trenton today to make those belated filings.
"We're only talking a couple thousand dollars," he said. "But I do take responsibility. I should have made sure this was done."
Panten, who is a former executive director of the county party, could not be reached for comment.
The internal dispute in the county Democratic Party likely will do little to improve its chances of breaking the more-than-20-year grip Republicans have held on the freeholder board.
With Inzerillo vowing to continue his campaign, and the Democrats unable to replace him on the ballot, the standoff leaves Barbara McMorrow as the sole party-backed candidate for the two freeholder seats at stake in November's election.
"You think we want this?" Scudiery said of the Democrats' predicament. "We had no choice. We gave (Inzerillo) every opportunity" to regain the party's endorsement.
"I hope he comes to his senses and resigns," he said.
Scudiery also said the missing filings came to light during a standard investigation conducted on Inzerillo after his nomination at the party's convention in March.
Inzerillo called that contention "an outright lie," saying, "I Googled my name and found this blog, which said I hadn't filed. I was the one who brought this to the party."
The unreported filings are related to an exploratory campaign Inzerillo mounted for a future 13th District Assembly race after he failed to win in a Democratic primary in June 2005.
Michael W. Mangan, a spokesman for the county Democratic Party, said Inzerillo "raised funds and he spent money" in that effort, Mangan said, "but he did not report it to ELEC."
According to Frederick M. Herrmann, executive director of ELEC, candidates forming an exploratory committee are required to report contributions and expenditures.
"Years ago, we had something called "testing the waters' campaigns, which meant someone raising and spending money to explore a run for office," Herrmann said.
He said such campaigns were not required to file ELEC reports until the person officially declared candidacy.
"But that changed years ago and now, in general terms, you have to start reporting to ELEC" in such instances, Herrmann said.
Inzerillo concluded that he is being abandoned by the party in retaliation for his criticism of the party's executive director, Kate Burlett.
"Vic (Scudiery) is getting bad advice from her," Inzerillo said, "and I made a point of saying so."
Burlett, according to party spokesman Mangan, is on vacation and unavailable for comment.

Peters, Lucas and Little Call for Office of Shared Services

Office is key to consolidating purchases, lowering costs and duplication

Freehold, NJ – Monmouth County Republican candidates Rosemarie Peters, Andrew Lucas, and Freeholder Anna Little today called for the creation of an office of shared services within the county improvement authority.
“Monmouth County is already a leader in promoting shared services among its municipalities,” said Freeholder Anna Little, who is running for re-election. “Our improvement authority is a great example. Since becoming Freeholder, I've been looking for ways that to build on that success. In the absence of State aid, we must do all we can to assist municipal government by improving efficiencies and providing the most we can for every tax dollar.”
Peters, Lucas, and Little said they would use county purchasing power to assist municipalities in acquiring vehicles, equipment, and supplies at a lower cost. They also are calling on more municipalities to make use of Monmouth County’s AAA bond rating, and the lower borrowing costs that towns can gain from the highest credit rating.
“While serving on council in Manalapan, we were able to use the Improvement Authority’s pooled leasing program, saving the taxpayers thousands of dollars in bonding fees,” said candidate for Freeholder Andrew Lucas. “We are currently looking into increased cost sharing with our school district and surrounding towns.”
All three candidates said they would draw in their experience as local office holders in developing this new office and outlining its function.
“As a former councilwoman in the county’s largest municipality, I know first hand the struggles in balancing the cost of services and need for providing those services,” said Rosemarie Peters, candidate for Surrogate. “An office of shared service within the county improvement authority will go a long way toward consolidating services and keeping cost low by maximizing every taxpayer penny.”
Peters, Lucas, and Little called for the creation of a county office of shared services, with existing budget dollars, to assist municipalities in making the best use of the cost savings available. The office of shared services would focus on group purchasing, efficiency, and the use of next generation technology.
“With the current financial crisis facing the State, we know that we need to find new and expand existing efficiencies,” Freeholder Little said. “By creating this office, within an existing government entity, and without the need for additional tax dollars, we will be able to provide more and spend less tax dollars,” Freeholder Little concluded.
