Dear Fellow Republicans:I wanted to take a moment to update you on the progress of our 2007 Monmouth County Republican ticket. Kim Guadagno for Sheriff, County Clerk Claire French, and Rob Clifton and Jeff Cantor for Freeholder are motivated, enthusiastic, focused and united. Our outstanding ticket is working hard to bring a Republican victory from the top of the ticket to elected office on the municipal level.
This past weekend, all of our Monmouth County Republican candidates were busy walking door to door, visiting voters, and listening to their concerns. I am impressed by their dedication, and you should know that our candidates have been walking since Memorial Day.
This past Wednesday, the 52nd Annual Monmouth County Republican Finance Gala was a tremendous success. The outstanding Finance Committee, led by Chairman Tom Gagliano, committee members John Bennett, Rick DeNoia, Shital Rajan, Senator Joe Kyrillos, and others raised more funds for our candidates than the prior three years. This is a testament to their commitment to a Republican victory this November, and their fidelity to our great party.
On a personal note, three weeks ago I resigned my position as public affairs specialist for US Immigration and Customs Enforcement. Despite misstatements by critics and partisans, maintaining the chairmanship alongside this employment was not a violation of the Hatch Act. The ability of a federal employee to serve as county chairman has been upheld by the Attorney General as a protected and cherished right for all American citizens.
However, this position did provide critics with an opportunity to attack the Republican party and smear our good names with baseless accusations. I was once called “half a chairman” for the necessary restrictions in fund raising as a federal employee. I have always maintained that the Republican party is bigger than any one man, even the chair-man. “Half a chairman” just organized a finance committee that succeeded in raising the most funds in the recent past. Our opponents should take note. It reminds me of the old adage “be careful what you wish for.”

A call to action. Your help is needed!

Monmouth County Republicans need to pass the strongest pay-to-play restriction in the State of New Jersey. The current resolutions presented to the Monmouth County Board of Chosen Freeholders, as reported in the Asbury Park Press, fail to meet this level of reform at best, or at worst are purposefully drafted to gain partisan advantage in the upcoming campaign cycle.
The Monmouth County Republican Committee calls on all Freeholders to do what is right for residents regardless of their political stripe, return these resolutions to the bipartisan committee, and produce a strengthened draft that it is fair, comprehensive and bulletproof. Republicans want a revised resolution passed before the end of the summer.
First, our resolution must ban the practice of wheeling, not just from within Monmouth County as has been proposed, but from out-of-county too, which is where the real problem exists. The current resolutions do not prohibit state or county political committees from outside of Monmouth County from making large contributions to candidates and committees in Monmouth County, which will have the unintended consequences of placing even-greater power within the hands of bosses in Trenton and elsewhere.
Specifically, during the last few election cycles, Monmouth County Democrats received tens of thousands of dollars from places like Camden County in a thinly-veiled attempt to undermine the will of Monmouth County voters. The current resolutions curiously neglect any attempt to address this serious problem. Last minute, under-the-radar campaign funding contributes to voter apathy by fueling negative attack ads and empowering the politics of personal destruction. This is a serious flaw that substantially benefits Democrat politicians and allows them to continue a business-as-usual approach with Trenton party bosses influencing local elections here in Monmouth County.
Second, huge union contributions from as far as Washington, DC have found their way into Monmouth County in recent years. These contributions do not represent the will of union members who are not asked to whom their union dues go to. Instead, they are coordinated and directed by political bosses and developers to curry favor for their next project. This is no different than corporate contributions being directed to local elections for the purposes of pay-to-play, and therefore, union contributions should be restricted too. Individual union members would remain free to contribute, therefore, not violating any individual rights.
Finally, the current resolutions must be combined into a single, binding document, so that partisans cannot attack one aspect of the proposal without attacking all of it. In this way, both political parties would be loath to come out against comprehensive reform, sure to be the target of public and media scorn. In its current form as two resolutions, wheeling bans could be attacked in court by those special interests that gain from the practice, providing a distinct advantage to one political side over another. As a single, revised resolution, the two vices of pay-to-play and wheeling are inextricably linked for the benefit of all.
The Monmouth County Republican Committee supports comprehensive pay-to-play and wheeling reform. The issue is far too important to allow individual politicians to seek partisan advantage during this historic opportunity to make positive change as an example for all of New Jersey. Without these changes, no Republican of good conscience could vote on the weaker measures as currently proposed. Please email your Freeholders and tell them you want a revised resolution passed.

FREEHOLDER CANDIDATE CALLS FOR RETENTION OF FT. MONMOUTH PATTERSON VETERANS CLINIC

Freehold, NJ – Monmouth County Republican Freeholder Candidate Jeff Cantor issued the following statement regarding the importance of keeping the Patterson clinic for veteran’s at Fort Monmouth open after the base closes in 2011.
“My fellow veterans have been greatly served by the V.A. facility located right here in Monmouth County at Fort Monmouth,” said Freeholder Candidate Jeff Cantor. “Taking away the Paterson clinic from our veterans would be comparable to taking away a soldier’s weapon in combat. It is unthinkable”
“This V.A. facility needs to be protected to ensure that all of the veterans in Monmouth County and those in surrounding counties have continued close and convenient access to quality health care. Today I am calling on the Fort Monmouth Economic Revitalization Planning Authority to fight and keep the Patterson clinic open when the base closes in 2011. I will work hard to advocate keeping this clinic open when I am elected freeholder.”
“All of Monmouth County’s veterans deserve continued access to the close, quality healthcare that this facility provides,” said Freeholder Candidate Jeff Cantor. “With the number of veterans using V.A. facilities expected to rise in the future this facility should remain open to serve our current and future veteran’s needs.”
“I want to thank Freeholder Lillian Burry for being the first leader to raise public awareness that this clinic needs to stay open and for her hard work on the Fort Monmouth Commission to ensure that the future use of the base, along with its V.A. clinic, will continue to serve the residents of Monmouth County. Jeff Cantor is currently a Major in the United States Army Reserves and part of the 353rd Civil Affairs Command. He was the Civil Affairs Commander in Iraq for the At-Tamim province and Kirkuk from 2003-2004. He lives in Marlboro Township, where he serves as council president, with his wife Ava and two daughters.

Sheriff Candidate Announces Plan for 287g Program in Monmouth County Jail

Freehold, NJ – Today, Monmouth County Sheriff Candidate Kim Guadagno called for implementing a tough policy that would ensure safer communities by checking the immigration status of anyone already incarcerated in the Monmouth County Jail before the inmate is released.
Guadagno, a former state and federal prosecutor announced that if elected she would require corrections officers to implement provisions of the federal program known as 287(g) of the “Immigration Reform Act of 1996.” Under this program corrections officers working with federal authorities gain necessary resources and authority to immediately determine the immigration status of an inmate.
“It's time get serious about protecting the families and residents of Monmouth County,” said Sheriff Candidate Guadagno. “The implementation of this program in the Sheriffs Office will greatly increase protection of Monmouth County families from potential terrorists like the Fort Dix six.”
“A majority of those involved in the Fort Dix case had frequent run-ins with the law. Had this program been in place, the Duka brothers may have been transferred to federal custody --or even deported-- well before the Fort Dix plot evolved,” said Guadagno.
She continued, “Because an inmate’s immigration status is immediately checked under through this program, potential terrorists like the Fort Dix Six immediately come to the attention of federal authorities. Thus, the residents of Monmouth County are protected.”
“This is a program the Monmouth County Sheriff’s Office will implement when I am Sheriff. Potential terrorists like the Fort Dix Six who are unlawfully in the U.S. will immediately be brought to the attention of federal authorities. As a bonus to the taxpayers, because the already incarcerated convict will become a federal inmate, Monmouth County will be relieved of the cost of feeding and housing that criminal.”
The Monmouth County Sheriff’s office would become the first county in New Jersey to implement the 287g program for its correctional officers.
The 287g program has been adopted in a number of states with successful results. In Alabama, the program enabled troopers to identify and convict 27 individuals who for using fraudulent documents in an attempt to obtain driver's licenses. Thirteen were convicted of state charges including narcotics violations and possession of forged instruments. The program even uncovered a registered sex offender, who was subsequently deported.
As a federal and state prosecutor, Kim Guadagno prosecuted and convicted corrupt New Jersey officials and was decorated with the U.S. Department of Justice’s highest honor for her work – twice. Kim resides in Monmouth Beach, where she serves as commissioner, with her husband Michael and their three sons.

Angelini: N.J. must live within its means

11th District Assembly candidate heads local nonprofit

OCEAN TOWNSHIP - Kicking off a grassroots political campaign, Mary Pat Angelini has made it very clear that she is someone who knows how to set a budget and stick to it.
As the executive director of Prevention First, a township-based nonprofit agency dealing with issues of substance abuse, Angelini has guided the agency down a long road from a $125,000 yearly budget to a $1.4 million yearly budget.
"My skills in the nonprofit arena are very well-suited to a career in politics," she said. "I know how to set budgetary priorities and live within the means of the budget. I am also experienced in dealing with a wide-array of constituents."
Angelini emphasized that if she is elected, she would abstain from any votes directly involving her agency.
"I want to be very transparent and avoid any appearance of impropriety," she said.
Angelini, Ocean Township, said she believes the biggest problems facing the state are the rising costs of government and the lack of budgetary constraint.
"Private sector jobs are decreasing while public sector jobs are increasing. Government is too big, and the cost is just too high. Cuts in spending are necessary because taxpayers cannot afford it anymore," Angelini said.
Angelini said the tax burden is a result of corruption and ethical breaches.
"Everything stems from the lack of ethics and culture of corruption that is pervasive in public service. Taxes are high and the state is unaffordable because of issues like pension-boosting and dual-office holding," she said.
"There is no reason why anyone needs to hold more than one office," she continued. "There are more capable and qualified people than there are positions to fill."
As an outspoken proponent of government and ethics reform, Angelini is not afraid to defend what has become an unpopular position in Trenton.
"I believe that indicted officials should not be receiving a paycheck and that convicted ones should not be getting a pension," she said, adding, "This is just waste pure and simple."
Angelini said the seed to enter the contentious arena of politics was planted in her youth.
"In my parents' house, politics, public service and the right to vote were taken very seriously. It was always instilled in me that young people need to get involved.
"I am a firm believer that if someone's parents are not involved, then the children follow suit," she said.
Angelini wants to bring advocacy back to politics.
"I want to be an advocate for all of the 'John and Jane Qs' of the 11th District and will do that in an honest manner, so my constituents can be proud of me," she said.
That advocacy involves encouraging as many people as possible to participate and vote, regardless of political affiliation, she said.
"Most people feel they have no voice whatsoever anymore, and this troubles me," she said.
If elected, Angelini said she will engage her constituents by attending civic events, holding town meetings and community forums, keeping weekend hours in her legislative office and providing outreach to different groups.
My predecessors Assemblymen Sean Kean and Steve Corodemus did a magnificent job of reaching out, and I want to continue their fine tradition," Angelini said.
Angelini is no stranger to the political process. She is the chairwoman of the N.J. Business and Industry Association's Employer Legislative Committee in Monmouth County and is also GOP vice-chair in Ocean Township.
"I have always been a political junkie," she admitted.
Because of her involvement in NJBIA, Angelini is very supportive of business and said the state has not been very business-friendly.
"Companies are leaving the state because of the fees and onerous regulations. Small businesses especially are the lifeblood of the economy," she said.
On the issue of government-mandated paid family leave, which has been a hot topic in Trenton, Angelini said, "I am 100 percent against this. Business owners should have the chance to work with their employees without government intervention. The program is so far-fetched that it will never work."
Angelini has been the executive director of Prevention First since 1992 and has held many positions on planning and policy boards throughout Monmouth County. She also serves on the executive board of the Monmouth-Ocean Development Council, on the Robert Wood Johnson Foundation's N.J. Health Initiatives Advisory Committee and has been a county committee woman.

Dear fellow Republicans:

One of the messages that rang out loud and clear from our recent listening tour is that it is important for all of us to stand up and remind people how proud we are to be Monmouth County Republicans. Monmouth County is the best place to live in all of New Jersey. My family chose to move here, leaving behind a Democrat-controlled county of failed policies. I’m sure you share the same story. Thanks to the outstanding work of political director John Raue, we have prepared a top ten list for the reasons you are Monmouth County proud. The next time angry Democrats tell you they are embarrassed about Monmouth County, or we need a change, lets all be on the same page!
This list can serve as a great tool for municipal candidates and anyone working phones and volunteering this summer. Please share it and repeat it with every Republican you know:

1) Park System that’s second to none
The Monmouth County Park System logged a record 4.8 million visitors in 2006.
The park system added 226 acres in 2006 bringing the total size of the county park system to 12,613 acres. Bringing the county closer to its ultimate goal of over 20,000 acres of park land permanently preserved for the residents of Monmouth County.

2) Greener Government and Open Space
The clean ‘gas-to-energy’ facility at the county Reclamation Center generates enough electricity to power up to 12,000 homes. A second clean gas facility now in the works will reduce greenhouse gas emissions and save taxpayers $100,000 per month in energy costs.
Monmouth County will start using Bio-Diesel in the highway department crew vehicles.
100 Farms and 10,000 acres of farmland preserved from development.
More than 13,000 acres of open space have been preserved as part of the Monmouth County Park System.
The National Arbor Day Foundation has designated Monmouth County as a Tree City USA in recognition of the county’s ongoing community forestry program.
Monmouth County is the first county in the state and only the 17th in the country to receive a Tree City USA designation.

3) Low crime rate due to strong, quality law enforcement
The Monmouth County Sheriff's Office is the first Law Enforcement Agency in the United States of America to be simultaneously accredited by the National Sheriffs' Association in five areas of operation.
The "Five Star" accreditation achievement includes the law enforcement division, the correctional facility, correctional healthcare, the 9-1-1 emergency dispatch center and youth detention center.
Of the 3,088 Sheriff's Offices in the United States, Monmouth Counties is the first in the nation to achieve this distinction.

4) 27 miles of ocean beaches
The fifth annual State of the Shore news conference, sponsored by the New Jersey Marine Sciences Consortium and Stevens Institute, featured presentations and discussions on the conditions of the beaches, ocean water quality, public access, aquaculture and tourism. Once again says, Monmouth County beaches are rated in excellent condition for the start of the 2007 summer season.
Sandy Hook Beach which features 2,044 acres of pristine beach for all the residents of Monmouth County to enjoy. Whether it is hiking, bird watching, wind surfing, fishing or exploring the historic sights the residents of Monmouth County can enjoy this beautiful escape.

5) Consistent AAA bond rating
Monmouth County is one of only 13 counties across the United States to be granted AAA ratings by Fitch, Moody's and Standard and Poor's, the nation's three bond rating agencies.
The AAA ratings are in recognition of Monmouth County's sound financial management, stable growth and low debt burden.
Taxpayers save tens of thousands of dollars each year through lowered borrowing costs.

6) Professional golf courses available for public play
The Monmouth County Park System offers unmatched quality golf facilities and varied recreational opportunities. With five Championship courses, two 18-hole executive courses, and a nine-hole par three course, Park System golf courses are able to accommodate golfers of all skill levels.

7) Largest library system in state
The Monmouth County Library system has the largest public library collection in New Jersey - over 1.3 million volumes.
The library system offers access to a wide variety of online reference and periodical sources which is provided to member libraries and to residents of Monmouth County on their home computers.
The Monmouth County Library system presents weekly children's programs, including stories, games, films and crafts. Special contracted professional programs, summer reading clubs, and other activities for children ensure a full range of local offerings are offered to all residents of Monmouth County.

8) High ranking public schools, vocational schools and outstanding community college
Brookdale Community College which is celebrating its 40th anniversary this year.
The excellent Monmouth County Vocational Schools which prepare students for an evolving workplace and further education through specialized academic, career and technical programs and lifelong learning opportunities.

9) Overall quality of life
Monmouth County Ranks 42nd among all counties in the U.S. in regard to highest income pre capita.

Assemblyman Sean Kean will appear on My9/WWOR’s New Jersey Now where he will discuss how the planned terrorist attack on Fort Dix illustrates the need for a merit-based system of distributing state homeland security dollars.

Kean has been leading the effort over the past three years to put a stop to the practice under past administrations through which more than $20 million of homeland security funds meant for local police, fire, and first aid officials was handed out based purely on politics.

From 2002 through 2005, $21.3 million of the $22.9 million in grants. 93 percent of the total went to towns in Democrat-controlled legislative districts. Police chiefs and public safety directors in towns throughout the state were encouraged to submit applications for the funds, but those applications were discarded without serious consideration by officials who put politics ahead of public safety.

Fort Dix is located in the 8th and 30th Legislative Districts, and adjacent to the 9th Legislative District. Those districts were largely ignored in the funding process presumably due to their Republican representation in the Legislature. There are reports the terrorists were also looking at Fort Monmouth as a potential target.

Dear fellow Republicans:
Tonight, President Bush signed only the second veto of his presidency, rejecting legislation pushed by Democratic leaders that would require the first U.S. combat troops retreat from Iraq by Oct. 1 with a goal of a complete pullout six months later. Tonight, I ask all Republicans to stand together with our President and say NO to playing politics with the needed supplies of our armed forces. While there can be disagreement about the war, and which course is the best course for our foreign policy, there should be no debate that the men in the field deserve the best tools to defend themselves and come home victorious – without delay or strings attached.
“Our troops and their families deserve better, and their elected leaders can do better," President Bush said. "Whatever our differences, surely we can agree that our troops are worthy of this funding and that we have a responsibility to get it to them without further delay," the president said.
Bush signed the veto with a pen given to him by Robert Derga, the father of Marine Corps Reserve Cpl. Dustin Derga, who was killed in Iraq on May 8, 2005. The elder Derga spoke with Bush two weeks ago at a meeting the president had with military families at the White House.
Derga asked Bush to promise to use the pen in his veto. On Tuesday, Derga contacted the White House to remind Bush to use the pen, and so he did. The 24-year-old Dustin Derga served with Lima Company, 3rd Battalion 25th Marines from Columbus, Ohio.

Freehold, NJ – Monmouth County Freeholder Rob Clifton and Candidate for Freeholder Jeff Cantor issued the following statement regarding taxpayer funded travel on the Monmouth County Tax Board:
“I find it outrageous that travel on the Monmouth County Tax Board has taken some of its members on tax payer funded trips around the country. For example a member took a trip to Alaska to study the all important topic of how to properly assess house boats. What an outrageous waste of money,” said Freeholder Rob Clifton. “This is another classic example of the wasteful spending that continues to pollute our great state.”
“Along with my running mate Freeholder Rob Clifton I find this blatant waste of taxpayer dollars by Annie W. Grant and her jet setting to exotic locations on the public dime appalling,” said candidate for Freeholder Jeff Cantor. “This is absolutely fraud, waste and abuse of taxpayer money.”
“Today we are calling for the resignation of Annie W. Grant from the Monmouth County Tax Board,” said Freeholder Rob Clifton and candidate for Freeholder Jeff Cantor.
“Two years ago the number of tax board members in each county was increased even though the work load of these boards was decreasing,” said Freeholder Clifton. “This is exactly the type of waste that New Jersey taxpayers are sick and tired of.”
“If elected I will fight to end this type of wasteful spending,” said Freeholder candidate Jeff Cantor. “The wasteful spending and expansion of political appointees that has occurred is hurting all Monmouth County residents and needs to stop.”

Thank You!!!

I want to take this opportunity to thank all of the county convention Republicans that showed up to support this process. You took time away from your friends and families in order to participate in the electoral process; for that, I am truly thankful.
I would like to thank Brian Reilly and Dave Hiers for being stand-up citizens whose interest in serving their community is very noble. I enjoyed our time together on the affiliated club trail and recognize that you both have a lot to offer Monmouth County.
The outpouring of support everyone has given me during this process humbles me. I am lucky to be a Monmouth County resident with so many caring, wonderful people. We truly live in one of the greatest places on Earth.
As I stated in my speech on Saturday, I can sum up my campaign in three words, Tenacity, Unity, and Integrity. Those are the words I will live by for the next 8 months and beyond. I want to be able to fight for the person that has no voice or is not heard, I want to bring unity to our party so we can govern with cohesiveness and build on our strengths, and I want to lead all of our constituents with integrity, so they can have faith and trust in their elected officials.
The display of tenacity begins now. I’m going to need your continued support and assistance to make this campaign an effective one. I’m going to need to raise money and meet as many great citizens of this county as possible. I want to hear what you have to say. I want to hear your thoughts on making Monmouth County an even greater place to live and raise our children. We must not let anything stand in our way to achieving victory this year.

GOP convention approves strong slate without Little

On Saturday, the Monmouth County Republicans gathered to their candidate nominating convention, with more than 400 county committee people making their way to Brookdale Community College in Middletown. The results are in and the conclusions are crystal clear. By more than a 2-to-1 margin, the county committee, the day-to-day leaders and Republican activists voted for a strong party with an effective and empowered chairman.
The Press tried to position the candidate convention as a referendum on Freeholder Anna Little, with a line in the sand drawn between her and the chairman. The sum of four editorials could be boiled down to a simple statement: "Either she goes or I go."
The overwhelming majority of Republican County Committee members did not take the bait. This convention remains about one central task: electing the best people to represent our party in the upcoming general election. Clearly, that was achieved in impressive fashion. The Monmouth County Republicans will go to election battle with one of the strongest tickets, from top to bottom, this party has ever fielded.
We have more qualified women candidates on a single ballot than ever in the history of Monmouth County politics. We are featuring a sheriff candidate, Kim Guadagno, a veteran of the U.S. Attorney's Office, who has made her reputation in prosecuting and removing corrupt politicians. She is smart, tough and the right choice to be Monmouth County's first female sheriff. County Clerk M. Claire French is dignity, grace and professionalism defined.
Alongside her and Freeholder Robert Clifton, Jeff Cantor for freeholder is a veteran of Operation Iraqi Freedom and a combat Bronze Star recipient. Cantor will carry on the proud tradition of caring for our veterans and their widows that freeholder Ted Narozanick began. As council president in Marlboro, as an emergency medical technician and a dedicated family man, Cantor exemplifies service to his community.
Rather than serve as a battleground for Democratic hegemony over the Statehouse, Monmouth County Republicans will lead the charge for all of New Jersey to take back the Statehouse for the taxpayers over the special interests.
In the 11th District, Sean Kean will carry on in the Senate the outstanding tradition of Sen. Joseph Palaia. David Rible and Mary Pat Angelini for Assembly are two rising stars who prove the depth of the Monmouth County Republican "bench" of talented candidates.
In the 12th District, Assemblywoman Jennifer Beck will take back the seat currently held by Sen. Ellen Karcher. Her running mates are Declan O'Scanlon and Caroline Casagrande. Casagrande was the absolute star of this past convention, dazzling us all with her wit, humility, depth of reason and tenacity to cut spending in Trenton.
In the 13th District, Sen. Joseph M. Kyrillos Jr. and Assembly members Samuel Thompson and Amy Handlin are the gold standard in ethics and responsible governing.
The Republican County Committee voted to move beyond the divisiveness and infighting of the past two conventions. It was that atmosphere that created Little and helped to lose the first Republican freeholder seat in 20 years.
Little brought that belligerence to the freeholder board, and the Republican County Committee could see fratricide for what it was. Even the freeholders' lone Democrat has been able to serve residents without partisan bickering. This is the consequence of a rebellious few within the Republican Party who used their champion candidate to destroy rather than to build. But that was yesterday, and today is a better day.

Please accept my thanks for your support at the 2007 Monmouth County Convention. The Office of Sheriff, with 735 employees and a budget of $57 million, is a full-time job. To that Office, I bring both managerial and law enforcement experience at all levels of the law enforcement community. In addition to my service in the U.S. Attorney’s Office where I rose to be Deputy Chief of the corruption unit, and the Attorney General’s Office where I was Deputy Director supervising nearly 300 prosecutors, investigators and staff, I was twice honored with the U.S. Department of Justice’s highest award for corruption prosecutions and have received commendations from the Director of the FBI. Currently, I presently teach at Rutgers Law School – Newark. I am proud to say that Sheriff Joe Oxley has endorsed my candidacy.
As was always true with Sheriff Oxley, my highest priority will be the safety of the people of Monmouth County. I pledge fiscal responsibility and will continue the highest standards of management of the Office.

MIDDLETOWN — Despite tumult among Monmouth County Republicans, the formal GOP organization on Saturday calmly endorsed candidates running for countywide offices and state Legislature seats.
"I think once the primary is over, if there is (a contested) one, the party comes together," said Robert D. Clifton, a county Board of Freeholders member whom the party organization backed for re-election.
Candidates chosen at the convention, held at Brookdale Community College, are organization-backed nominees to run in the June 5 GOP primary election. But those with the party line on that ballot have the presumed advantage, meaning they likely will go on to the November general election against any Democrats, independents, third-party candidates or write-ins.
There could be contested GOP primary races if Anna C. Little, the other freeholder whose seat is up, chooses that route. Little is at odds with the Republican organization and was not on the convention ballot.
Little, not eligible to vote in the convention because she is neither a GOP municipal chair nor a member of her town's Republican committee, had been outside the voting area earlier. After the voting, she could not be reached for comment.
Aligned with Little are Manalapan-Englishtown Board of Education member Joseph C. DePasquale of Manalapan, interested in a freeholder's seat, and Manalapan Township Committeeman Joseph Locricchio, interested in the 12th District Senate seat.
"Everybody has a right to run in the primary," said county GOP Chairman Adam Puharic. "As chairman, it is always my responsibility to be prepared. And I expect Monmouth County committee candidates" — those selected at the convention — "to win any primary."
Puharic estimated 600 Republicans were eligible to vote at the convention. The estimated 350 attending worked off a candidate list forwarded by a 24-member Republican screening committee.
So the only contested races were for nominees to run for sheriff and two seats on the county Board of Freeholders.
In the sheriff's race, Monmouth Beach Commissioner Kim Guadagno beat Shaun Golden, a Toms River police officer who lives in Howell, 289 to 67.
In the freeholder's race, Clifton of Matawan, as an incumbent, won by acclamation. He will be joined by Marlboro Township Councilman Jeff Cantor, with 244 votes. Cantor beat Spring Lake Councilman Brian Reilly, who got 64 votes, and Ocean Township Councilman J. David Hiers, who got 37 votes.
In the race for two Assembly seats in the 11th District, Neptune Township Committeeman Thomas J. Catley withdrew from the three-person contest. So Mary Pat Angelini of Ocean Township and David P. Rible of Wall, where he had been a police officer, won by acclamation.
Other winners, all by acclamation, were:

County clerk: incumbent M. Claire French of Wall.

11th District Senate: Sean T. Kean of Wall, now an Assembly member.

12th District Senate: Jennifer Beck of Red Bank, now an Assembly member.

12th District Assembly: Caroline Casagrande, a Colts Neck lawyer, and Little Silver Councilman Declan O'Scanlon.

13th District Senate: Incumbent Joseph M. Kyrillos Jr. of Middletown.

13th District Assembly: Incumbents Amy H. Handlin of Middletown and Samuel D. Thompson of Old Bridge.

Following tradition, the county GOP convention did not call for votes on incumbents from legislative districts whose boundaries are mostly out of the county. However, the party is backing those candidates: Sen. Andrew R. Ciesla and Assemblymen James W. Holzapfel and David W. Wolfe of the 10th District, and Sen. Robert W. Singer and Assemblymen Joseph R. Malone III and Ronald S. Dancer of the 30th District, said party officer Andrew Lucas.
The convention could have become tense if Little's backers forcefully tried to nominate her off the floor. But a floor nomination required changing the convention's rules, something attendees failed to do in two votes. The first vote was 170 to 98, said French, who oversaw voting.
After the first vote, French allowed one person each from the yes and no sides to speak.
These debates were closed to reporters, but those taking part later said the Little situation was not directly mentioned. Millstone Township Mayor Nancy Grbelja said the debate was over using the convention rules or Robert's Rules of Order, with the latter allowing a floor nomination.
Then, a second vote was taken, with attendees backing convention rules by a wider margin, 195 to 85, French said.
Outwardly, at least, the county Republican Party of the past few years has been at its most fragmented in decades or ever. Various Republicans spoke of unity, whether prompted or not.
"It pains me to see our party so fractionalized," Catley said. "Somehow, we must bring this party together."
When asked about party unity, Freehold Township Committeeman Gene Golub laughed and said, "Oh, God, help us."
But Clifton and Freeholder Director William C. Barham said at least some of the disharmony is simply more visible because GOP issues are more in the open.
"I think it's not so much fragmented, the differences are more public," Clifton said. "It's, certainly, the most public."

A Message from Freeholder Candidate Jeff Cantor

Who is Jeff Cantor and what does he believe in?

I am a tenacious individual who will always do the right thing. I am a leader who strives for excellence. The things I believe in are my country, my family, the Republican Party and this wonderful County of Monmouth. I want to continue with the standard of accomplishment our past and present Freeholders have achieved. You can count on me to represent you well and I will make you proud to be a Republican resident of Monmouth County.
I would like to thank the members of affiliated Republican clubs throughout Monmouth County for allowing me the opportunity to share my credentials with you for my candidacy for Freeholder. I have a strong sense of selfless service that has been one of my core tenets for many years.
From a selfless service perspective, many of the things I do are to make life a little better for those around me, and for those I interact with. I am the current Council President for Marlboro Township, as well as a volunteer EMT for the Marlboro First Aid Squad. I am a Major in the Army Reserve with three specialties, Infantry, Military Intelligence and Civil Affairs. I have taken part in many Military operations across many continents. I do all of this while having a full time job in pharmaceutical sales and being a caring husband to my wife Ava and father to my daughters Samantha and Nicole. I have two goals in my life. One is to be a role model for my children and the other is setting foot on all seven continents. I am currently progressing towards both.
One of the things I feel very strongly about is integrity in government. We are currently in a very dark period in New Jersey, where ethical black holes are prevalent. I believe in doing the right thing, especially when no one is looking. Operation Bid Rig has sent the Monmouth County political environment into a tailspin that has negatively impacted our ability to govern with credibility. My own town of Marlboro has been on the front page of the newspaper more than I would like to admit. When I was first elected to council, I made a promise that I would help clean up the corruption that has occurred in Marlboro. I continue to stand by that promise as more and more people go down with federal indictments. It is my intent to put integrity back in government.
I have many accomplishments on the council over the past two years. I have made it mandatory to have background checks for all appointed officials and volunteers, especially those working or interacting with children; I have strengthened the anti-pedophile laws in my town; I have up zoned all available open space to try and curb over-development; and I re-established a senior committee in town to deal with issues that affect all of our senior citizens, to name a few of the things I have accomplished.
Whatever my constituency becomes, I will work hard to maintain a great quality of life and restore the public’s trust and faith in elected officials. Some of the things I would like to work on as Monmouth County Freeholder are continuing to root out corruption at all levels of government, work with our state officials to try and stabilize our “highest in the nation” property taxes, continuing to purchase and preserve open space, strengthen Pay to Play regulation and rule out any form of wheeling, create and enforce strong anti-gang initiatives, and invest in the county’s emergency management system.

Bio for Jeff Cantor

Jeff was born in Brooklyn, NY in 1966. He attended Abraham Lincoln High School and graduated in 1983. He went on to attend Buffalo State College, which is part of the State University of New York educational system, and graduated in 1987 with a Bachelor of Science degree in Business Administration. While in college, Jeff enlisted in the Army Reserves and attended Basic Training in 1985. He subsequently attended ROTC at Canisius College in Buffalo, NY and was commissioned a Second Lieutenant in the Infantry in 1987. Upon graduation from college, Jeff went on active duty to attend the Infantry Officers Basic Course in Fort Benning, GA. He graduated from his military schooling in May 1988 and entered the civilian workforce in September 1988 at Lintas: New York, advertising agency.
During Jeff’s civilian career, he spent 2 years in advertising before switching jobs to establish a new career in sales. He spent a brief time selling fax machines for Canon, and in 1991 started his pharmaceutical sales career at Syntex Laboratories. In 1995 Syntex merged with Roche Pharmaceuticals where Jeff stayed until 2000. In September 2000, Jeff started his career at AstraZeneca Pharmaceuticals, where he is still currently employed. He has had several positions including, Pharmaceutical Sales Representative, Hospital Sales Representative, and District Sales Manager. He is currently a District Sales Manager for the Northern New Jersey Respiratory District.
During Jeff’s military career, he spent 5 years in the New York Army National Guard before switching to the Army Reserves. He started his military career as an Infantry officer and then branch transferred to the Military Intelligence branch. During his tenure in the Intelligence community, Jeff was trained as a Tactical Intelligence Officer as well as an Imagery Intelligence Officer. He has worked for the Defense Intelligence Agency and the National Imagery and Mapping Agency. In 1998, Jeff obtained a new Occupational Specialty in the Civil Affairs Branch. Since 1998, Jeff has performed Civil Affairs missions in Cameroon, Kosovo, Germany, and Iraq.
In 2003, Jeff was the Bravo Company Commander for the 404th Civil Affairs Battalion. It was in that role that he had the privilege to participate in Operation Iraqi Freedom. He was the Civil Affairs Commander for the city of Kirkuk, Iraq, which consisted of over 1.2 million people of different ethnic backgrounds. Jeff’s Company was the first Civil Affairs unit to be infiltrated into Iraq. After the invasion, Jeff was responsible for bringing order to Kirkuk. One of his first roles was to set up a City Council. Some of his many accomplishments from Iraq included, personally designing the Kirkuk provincial government, creating the Kirkuk employment center, which placed approximately 8,500 people in jobs, repairing and reopening over 285 schools, and training the Kirkuk City Police Force.
Jeff was awarded the Bronze Star Medal, Army Commendation Medal (3rd award), Army Achievement Medal (3rd award), Global War on Terrorism Expeditionary Medal, Global War on Terrorism Service Medal, National Defense Service Medal, Kosovo Campaign Medal, Military Outstanding Volunteer Service Medal, and the North Atlantic Treaty Organization Medal; He has been awarded the Combat Action Badge and the Basic Parachutist Badge.
Jeff remains very active in his community. He is a Town Councilman, and a volunteer Emergency Medical Technician. He also remains active in studying the martial arts and has earned a Black Belt in Shorin-Ryu Karate. He is currently studying mixed martial arts focusing on Brazilian Jiujitsu. His hobbies include winemaking, woodworking, and motorcycle riding.
He lives in Marlboro, New Jersey with his wife Ava, and their two daughters, Samantha and Nicole.

Dear Republican Elected Officials, Municipal Chairs and County Committee:
Friends, I am writing today to remind you that the Monmouth County Candidate Nominating Convention will be taking place next Saturday March 24, 2007 at Brookdale Community College in Lincroft, to begin promptly at 9am. The Nominating Convention is being held in the Donald D. Warner Student Life Center at Brookdale Community College in Lincroft. Parking is located in Lot Number 7.
Secondly, I would like to inform you that sometime during the next few days you will be receiving a newsletter in the mail. This candidate newsletter will provide you with important biographical information on all of the candidates for this year’s convention. Please be sure to read through this document so it can help you in making an informed decision in selecting the best Republicans who can win in November.
Lastly, below please find the rules for the March 24th nominating convention. As you will recall, when first proposed, we opened the rules for a week-long comment period to address any and all concerns. As a second level of review, we called together a council of municipal chairman to review and adopt the proposed rules, as well as make any changes or recommendations. The rules were adopted by a wide majority of the municipal chairmen present. Based on their input, suggestions and recommendations, the approved rules are submitted below.

Nominating Convention Rules for the

2007 Republican Primary Election

(1) Purpose of Nominating Convention.
To nominate candidates to run on the Monmouth County Republican Organization line in the Republican Primary Election to be held on June 5, 2007.

(2) Timing of Nominating Convention.
The Monmouth County Republican Organization’s Nominating Convention shall be held at least three (3) days prior to the deadline for filing petitions for the 2007 Republican Primary Election. Currently, the Nominating Convention is scheduled to take place Saturday, March 24, 2007 at 9:00 a.m. in the Donald D. Warner Student Life Center at Brookdale Community College in Lincroft.

(3) Notice for Nominating Convention.
Notice will be sent to all county committee members, municipal chairs and elected officials via U.S. Mail, email and posted on the Monmouth County Republican Organization’s website at least seven (7) days prior to the Nominating Convention date. Notice is not, however, a determination of eligibility to participate at the convention.

(4) Offices To Be Considered.
The offices to be considered are: State Senate (Districts 10, 11, 12, 13 and 30), State Assembly (2 seats in Districts 10, 11, 12, 13 and 30), Monmouth County Board of Chosen Freeholders (2 seats), Monmouth County Sheriff and the Monmouth County Clerk. For state legislative contests, only those delegates residing within the candidates’ respective state legislative district may vote.

(5) Deadline for Filling Vacancies On The County Committee.
Any and all delegates filling vacant county committee seats must have been duly certified by their respective municipal party chairs and filed with the County Clerk’s Office and with the Monmouth County Republican Organization no later than seven (7) days prior to the county convention. Any delegates not so filed and certified seven (7) days prior to the convention will not be permitted to participate. Any disputes over delegate eligibility will be determined by the County Chairman prior to the convention where an official list of eligible delegates will govern.

(6) Eligibility To Serve As Delegate.
All Republican county committee members contained on the official list described above, Republican municipal chairs and Monmouth County Republican Executive Committee members shall be permitted to vote as a delegate to the Nominating Convention. Nobody shall be permitted more than one (1) vote even if they serve in dual roles as a member of the county committee and as an elected official, etc.

(7) Eligibility of Candidates To Participate In Nominating Convention.
Only candidates who have successfully screened by being recommended to the convention by the Monmouth County Republican Organization’s Screening Committee may be considered at the Monmouth County Republican Organization’s Nominating Convention.

(8) Uncontested Races and No Motions or Nominations From Floor.
Candidates running for uncontested positions shall be nominated by acclamation.
No other motions or nominations may be made from the floor for any purpose. Since all candidates participating in the Nominating Convention shall be considered nominated by the screening committee, there shall be no nominations of candidates or nominating speeches made.

(9) Candidate Speeches.
Each candidate will be given a minimum of three (3) minutes up a maximum of five (5) minutes to address the delegates. The order of address shall be determined by the County Chairman.

(10) Highest Vote Getter Wins.
The highest vote getter wins regardless of the number of seats being sought and number of candidates seeking the nomination to be placed on the Monmouth County Republican Organization line. There will be no run offs. In the case of any ties, the County Chairman decides.

(11) Machine Voting.
All voting will be recorded on machines.

(12) No Proxies.
No proxy voting is permitted, all delegates who wish to have their vote counted must be in attendance and personally cast a ballot for all votes.

(13) Chairperson(s) of Nominating Convention.
The County Chairman shall appoint either a chairperson or chairpersons for the Nominating Convention, which shall be approved by the Executive Committee. This person shall serve as the parliamentarian for the Nominating Convention.

(14) Electioneering Rules.
No electioneering may take place outside of the convention, on the convention floor or in the voting areas. This includes, but is not limited to, signs, stickers, billboards, handouts and political favors. Electioneering may take place elsewhere, but all candidates will be held personally responsible for clean-up of any discarded materials.

(15) Resignation or Death of Nominated Candidate.
In the event any candidate so selected at the Nominating Convention resigns, dies or fails to qualify after such selection and prior to establishing a Vacancy Committee, then the County Chairman shall use his discretion in filling the vacancy so created.

Our Sheriff, Joe Oxley, has decided to retire after four outstanding terms as Monmouth County Sheriff. At yesterday’s screening committee meeting, Joe Oxley made the surprise announcement that he will not to seek a fifth term, and instead he will pursue opportunities in the professional sector. On behalf of all Republicans, we are saddened by his decision, but optimistic for his future. Joe Oxley is a talented, capable and effective leader, who has earned his opportunities for great success for his family in the private sector. We look forward to working with Sheriff Oxley in selecting his successor, and he will always have a place in the Monmouth County Republican Organization.
We have asked Sheriff Oxley to serve as a member of a special screening committee session, to be held on March 17th, to select replacement candidates on the organizational line. Joe Oxley expressed his support for our screening committee process, and his inclusion will help us in finding a capable candidate to fill his big shoes. Therefore:

The Monmouth County Republican Organization will accept letters of intent for the position of Monmouth County Sheriff by end of day on March 16. All interested parties must be willing to attend a special session of the screening committee on March 17. The letters of intent must be submitted in writing to:

I want to personally thank Sheriff Oxley for his service to the Monmouth County Republican Party, the people of Monmouth County and the office of Sheriff. I’d like to take a few moments to talk about the upcoming convention on March 24th, taking place at Brookdale Community College, and starting at 9am. On Wednesday, February 28, 2007, we will post and mail the proposed convention rules for that date. If you have input towards our convention rules, please email us at info@monmouthrepublican.org or call us at (732) 431-6664. Following this comment period, the final rules will be posted on Monday, March 5th. The executive committee will determine the validity to any proposed changes.
To clarify a minor point, we will screen for Freeholder and Constitutional Officer on March 3. Our good Sheriff Joe Oxley and our Clerk Claire French are the only candidates vying for their seats. In terms of Freeholder, the screening committee will adhere to the guidelines of forwarding up to four candidates to the convention. The committee is also able to endorse Freeholder Clifton to return to his seat, and may therefore choose to send two additional candidates for the remaining seat.
And finally, I am very disappointed in characterizations of Steve McEnery and Mike Borg as muscle men, thugs, etc. You should be outraged as well. They are hard working volunteers, who have given so much of their time to help this Republican Party. I am happy to be the recipient of press invective. How many of them are registered Republicans? They don’t speak for this party. But they should leave Steve and Mike out of their attacks.
By the way, I understand that Steve and Mike have entered a membership to Gold’s gym to live up to their new found reputation. If they weren’t so likeable and genuine, they might one day become as fierce as these fables in the press. A good friend once told me that today’s news is tomorrow’s fish wrapping. Standing strong against the voices attempting to destroy our party

Dear fellow Republicans:
Tonight, I received word from the Asbury Park Press that Anna Little has decided not to seek our great Republican Party endorsement, and instead is considering to run off the line in a primary or has even hinted at switching parties. Switching parties? This is an outrage to every good Republican – over 550 of us who attended Lincoln Day last night -- that she would betray our hard work, use the election victory we all worked towards together, and throw all of it away for her personal glory.
As a result, I will honor her request and I remove her for consideration as a Freeholder candidate in 2007. Despite her attempts to undermine her running mates, Monmouth County Republicans like Claire French, Joe Kyrillos, Sean Kean, and Jennifer Beck will prevail in the fall.
In her comments, she will claim that the candidate agreement our party asked candidates to sign is the sole reason she is leaving our party – but nothing could be further from the truth. She did not have to sign it, and I told her this. From the beginning, Anna Little and her supporters have attempted to divide our party by embarrassing fellow Republicans in the Asbury Park Press. Only Anna Little and the renegade candidate attempting to undermine Jennifer Beck’s run at Ellen Karcher have made an issue of the candidate selection process. For them, it was an excuse to embarrass our party, and to undermine our leadership. They have failed, and in their failure they are now joined as a campaign ticket against all Monmouth County Republicans.
Truth be told, Anna Little was not living up to her promises when she ran for office. She has proven ineffective in reforming county government, and instead attacks her fellow Republican Freeholders. She has not lived up to her responsibility as a party leader. Instead of being an active part of the 2006 campaign, Anna’s supporters organized into a counter-organization known as “Anna’s Army.” They met independently of the true campaign, making decisions counter-productive to her great running mates Andrew Lucas and Rosemarie Peters. They made independent campaign expenditures without consulting their running mates.
And last night, Anna’s supporters attempted a quiet boycott of Lincoln Day in a poor attempt at protest. Instead this backfired, with over 500 Republicans of good cheer replacing them without much effort. This party is moving on. We have moved past the angry scowls and negative spin of an agenda-driven cabal.
On March 3, our screening committee will convene to select two Freeholder candidates among a qualified pool of four great Republicans, including Freeholder Robert Clifton, Ocean Twp. Councilman David Hiers, Marlboro Council President Jeff Kantor, and Spring Lake Councilman Brian Reilly. Freeholder Clifton has publicly supported this process, along with all of the Assembly and Senate candidates. They deserve our support and our unity.
The voices of dissention have made their voices heard. It is time for the voices of party unity to speak. I am writing to ask for your support to work together, and stand strong in the face of shrill voices that would destroy our party. I need your help.

An open letter from Manalapan Chairman Steve McEnery

My fellow County Committee members:
I often look at the County Committee as a family, 800 strong, with the Chairmen being the matriarchs or patriarchs of each of the 53 families in the County the rest make up cousins, aunts uncles, brothers and sisters, mothers and fathers, sons and daughters. All tied together with the same beliefs. Those beliefs are Republican principals on how our government and our lives should function.
As most families, we have disagreements that some times tear us apart. As many of you know or have heard, Joe Locricchio from Manalapan has decided to run a primary against Assemblywoman Beck in the 12th District. The 12th District you may say, “not my family” but it is. He is not only trying to infect the rest of our family; but the entire County.
Let’s take a look at Mr. Locricchio and understand his actions. He has accomplished little in his 25 months as a Township Committeeman in Manalapan, but takes credit for much. He told our Committee and other Republicans at a meeting that he would vote for Andrew Lucas for mayor and support him. When the vote came, his vote was NO against his Republican running mate. He refused to work with his Municipal Chairman and is trying to start his own Party and run primaries in Manalapan. Why? Because he can’t get his way.
Now he attacks our County Chairman, and the process we have in place to decide who will best represent us and has the best chance in winning this November. Again, we need to ask why. The answer; Mr. Locricchio knows he could never stand up to the scrutiny of the screening process. The man is a charlatan that will do what ever he feels is necessary to get his way. Unfortunately, Manalapan will have to bare the worst of it; I am asking my fellow family members not to be taken in by his rhetoric or the small group of his supporters, because the entire Party will suffer in November.
An overwhelming majority chose our Chairman as the leader of our family. An Asbury Park Press pole showed that 74% of the respondents believe the process we have in place is fair. I believe along with many of my peers that the process will produce a slate of unbeatable candidates. As a family, we need to come together now, and put an end to this ego-driven attack on this great Party of ours.

“Poll: Candidates should cover expense of background checks
Most of those (they mean a landslide majority) participating in an online poll believe candidates for public office should foot the bill for detailed background checks.
‘Do you think it’s proper that candidates undergo detailed background checks at their own expense in order to be considered to run for public office?’ was the question posted last week on the web site of the Asbury Park Press, http://www.app.com/.
Of the 3,482 taking part, 74.2 percent said yes and 25.8 percent said no.“ (Please note that the Monmouth County Republican vulnerability assessments are voluntary, but even with their negative spin and distortion – we win)

They called our beloved Republican organization the politburo, and called on candidates to “crush” this much-needed reform. Crush? Biased editorials on our Freeholder board, our Party Chairman, and our great county Republican Party only strengthen my resolve to push forward with ethical leadership. I’m waiting for the Sunday editorial apology.
When you review the list of approved candidates for our 2007 convention, what you will find is a group of ethical, competent, compassionate, and qualified political leaders. It’s time for the internet hate speech to stop. Earlier today, Jim Purcell, the editor for the Courier Newspaper, called me to let me know that he had been viscously (sic) attacked on an internet site, including lies and innuendo with references to his children and family. I have also been told many of our Republican leaders and elected officials have been attacked from cowardly anonymous authors. This is reprehensible and despicable.
Every Republican of good will is asked to help me and put an end to these internet slander pages. To those Republicans who are spending your hours blogging- your energies are needed on the campaign trail, stuffing envelopes, banging signs, making phone calls, and raising money. Please consider this an open invitation to turn off your computers and turn on your volunteer spirit. Or at least, spend time with your family – and not online attacking others.

On December 22nd of 1944, General Anthony McCauliffe and the 101st Airborne were surrounded by German forces in the city of Bastogne. They called for his surrender. He replied with one word: “Nuts!”
On Sunday, the press used a scathing editorial to launch a poll designed to embarrass our candidate selection process. They lost on day one. So they extended it. They lost on day two, by more. They will undoubtedly launch more slanted polls, and more negative articles. So the Asbury Park Press is not in favor of the Monmouth County Republican party. The sun will rise tomorrow.
This is not about who has the best plan for selecting candidates. This is about the press looking to assert itself in Republican Party politics. The issue of whether we will select candidates via screening was decided in June of 2006. Vulnerability assessments were never in question, and every true Republican knew this is the right thing to do.
The press will continue the attacks on our screening committee process because they seek to undermine our organization, and hand pick candidates for our county party’s line. They have strung together multiple negative articles. They have used willing accomplices to leak documents and bring the process into question. They have set a false litmus test on our candidates while Democrats are allowed to use any process they choose.
They will continue to attack, and I fear that some of our own party will supply them with ammunition.
But understand that I will not surrender this party’s right to govern itself. Nuts.

Dear fellow Republicans:
After almost two weeks of unrelenting negative spin, harsh personal attacks, and slanted reporting, the Asbury Park Press once again chose Sunday – the most read edition – to lash out against the Republican Party, and attempt to commandeer our candidate selection process. Even though our party leaders have been revising the candidate agreement since last Wednesday, and we will revise this document until every candidate feels comfortable with what they are signing – the Press is setting their own ultimatum on what candidates should and should not do. They have made a veiled threat against any candidate who would comply with the request of the party’s duly elected chairman.
So after a wicked “word” lashing with another mean-spirited editorial, the Asbury Park Press attempted to poll their readers, to once and for all show that there is no support for our process. For the results, please see below. Our party’s plan was actually crushing the Press view by a larger lead, until one of those anti-Republican blogs posted the poll and told their readers to vote no. I guess they have nothing to do on a Sunday.
Thanks to all of those who have kept the faith, knowing that the Monmouth County Republican Party is leading the way in ethical reform. The truth is that this was always an evolving process, and we have changed our tactics whenever a good-meaning Republican questioned the process. This party needs dialogue and this chairman is open to it, always. We don’t need Republicans ambushing our party leaders by using the Press as a vehicle to embarrass and spin.

County Republicans refine convention process

Chairman pushes reform, forms candidate screening committee

FREEHOLD - - Delivering on his promise of reform to Monmouth County Republicans, Chairman Adam Puharic recently announced a new candidate screening selection process for the 2007 general election cycles. Elected in June, Puharic is currently in his first term as chairman of the Monmouth County Republican Party.
"This is what I ran on when elected chairman," said Puharic. "I promised to refine and reform the convention process.
Under a recently passed resolution, the Monmouth County Republican Organization has created a candidate screening committee that will be responsible for evaluating potential candidates seeking the party's nomination and endorsement for county, state or federal elective office.
"Only the best candidates as determined by the screening committee will be put forth for a vote by county committee members at a convention," explained Puharic, adding, "No more than two persons per vacant office will be forwarded to the county convention."
Puharic explained the process in detail in an e-mail: Any candidate seeking the organization's nomination and endorsement must not only submit a detailed resume to the screening committee, but must also agree to a comprehensive interview by committee members.
When successfully screened, the two chosen candidates must then agree to participate in a Republican county convention. The candidates must also agree that, should they lose the Republican county convention, they will support the winner and agree not to run against the party line.
"I want the best. If the screening process uncovers vulnerabilities, then the candidate is not an ideal candidate," said Puharic.
He conceded that the process might seem harsh. "The majority of Republicans have reacted positively. The screening process needs to show if a candidate is capable and qualified to make important economic decisions along with other types of decisions."
The screening committee is comprised of members of the Board of Chosen Freeholders, County Constitutional Officers, State Legislators, Municipal Chairs from geographically diverse parts of the county, Executive Board members and members-at-large.
The new procedure comes at a time when ethics at all levels of government are being scrutinized. Puharic acknowledged that the new process is a response to public concern about ethics on all levels of politics.
"The last two Republican county conventions had less to do with who the best candidates were and more to do with who the chairman was," he said. Puharic also mentioned that problems with second-round voting resulted in past conventions being "like wild west shows." He added, "There is only one Republican Party, not 53 local parties."
Asked about his role as an agent of change and the results he would like to see, Puharic said, "I want to create the legacy of a stronger chairmanship. I will not sit powerless. The organization needs a leader, not a dictator."

Clearly, our reform of the divisive, little-minded convention system of the last two years has worked with extreme precision. Only those candidates willing to stand up to professional scrutiny, and able to submit to a thorough background review before moving forward, have put their names forward. Long gone are the days of candidates selected to form wedges in our great party, pitting one geographical region against another. They have become very uncomfortable by the thought of being screened by the Chairman’s committee -- who are all committed to unity in the Republican party.

THOMPSON BILL EXTENDING HIGHER EDUCATION TUITION ASSISTANCE FOR NATIONAL GUARD MEMBERS SIGNED INTO LAW BY GOVERNOR

Legislation sponsored by Assemblyman Sam Thompson that would allow National Guard members who are called into active duty to utilize state tuition assistance credits after their enlistment expires was signed into law this week by Governor Jon Corzine.
“This new law will correct an injustice,” said Thompson, R-Middlesex and Monmouth. “No longer will members of the New Jersey National Guard lose their tuition assistance credits because they were sent overseas to serve their country.”
Under the old law, active members of the New Jersey National Guard may receive up to 15 credits per semester tuition free from public institutions of higher education in the State. Similarly, the child or surviving spouse of a National Guard member killed in the performance of his duties may also receive this benefit.
This bill, A-2542, amended the law to extend eligibility for this higher education tuition benefit to members of the New Jersey National Guard whose use of the free tuition benefit is interrupted by a deployment to active duty. The change would permit these soldiers to receive their earned educational benefits should their enlistment expire, or should they be medically discharged, prior to completing their studies.
Lauren Pecoraro of East Brunswick and Tony Rispoli of Old Bridge had testified at a hearing last year in favor of Thompson’s bill. Both were placed on active duty and deployed to Iraq for a year, in addition to six months training leading up to their deployment.
“This bill will allow New Jersey National Guard members like Lauren and Tony, who were unable to take advantage of the tuition credit program because of their deployment, to do so when they return,” Thompson said. “It would be the ultimate irony if they were to lose this benefit that they earned through their service, because they missed out on the opportunity to use these credits when called upon to serve active duty. They have earned this tuition assistance and they should not be denied access to these funds.”
The new law will also increase the number of credits eligible for funding under this program from 15 to 16 per semester.
The bill cleared both houses of the Legislature in December and was signed by the Governor Wednesday.

Candidate Selection Update

Dear fellow Republicans:
I wanted to update you all on the process leading up to our next party convention. Below are some important points I would like you to keep in mind:
1. No endorsements among screening committee members. Though it was implicit in the role, I want to make clear that all screening committee members should avoid publicly or privately endorsing any candidates before the convention. Stay above the fractionalism and small mindedness of the past two conventions. This is about choosing the best candidate for all Republicans, not one to win favor from a specific geographic region or special interest group.
2. No lobbying of screening committee members. Let me make clear that sending gifts or information packets to individual screening committee members is inappropriate. It is also dangerous if your information is not correct. It is also harmful to use surrogates who seek to tear apart our party unity in the hopes of reliving their past glory days. All candidates of good will shall refrain from this type of activity. In the next seven days, a detailed questionnaire will be forwarded to candidates with seats in contention.
3. Municipal chairs will be selected by February 14. All interested chairs, willing to take part in the legislature screenings, must make themselves available to attend the screening committee meeting on February 17th.
Thanks to all of the good Republicans who’ve offered to sit as additional chairs for the process. I will welcome all who have the best interests of this party at heart.

Dear fellow Republicans:
Over the weekend, I’ve received a large number of calls and emails offering support and encouragement for our decision to reform the candidate selection process and re-introduce a screening committee that has been in place, in one form or another, for the winning part of the last 20 years. I am grateful for the positive energy and messages of praise. Please keep it up, as it is the only salary I draw from this position.
I’ve also received three emails by critics. So in the hopes of clarifying any part of the process that may be murky, I’d like to take a few moments of your time to expand upon the screening process for the 2007 general election:

1. This only applies to the 2007 election. There will be revisions to the process, based on your input, before we re-apply the process for 2008. My intention is to take the amended candidate selection resolution, along with the outline of the party organization we have put in place, and create bylaws to submit for committee input at the conclusion of my first term. But please know that bylaws are secondary to winning elections. Winning in 2007 must come first. There are many democrat-controlled counties with strong Republican bylaws.

2. The County Committee has all of the authority it always had. There will be a convention, and committee members will chose the candidates who represent them. The role of the screen is to do the homework so the committee has only qualified choices before it. The role of the committee is to choose the candidate.

3. The screening committee is not a representational body, it is an executive body. Our great nation has worked very well with a strong executive branch, and a deliberative body (the Congress) to act upon the leadership mandate. Our Republican committee should work the same way. The screening committee is made up of chairs, elected officials, and my executive board members. It is divided roughly equally among the three groups. No one owns this vote.

4. There is no secret behind the membership of the committee. I was not able to reveal it until all of the members were contacted, and consented to participate. Truth be told, I had a five-year old birthday party on Saturday that prevented me from sending this email over the weekend, but such is the life of this Chairman.

All incumbents will screen. I am especially proud of County Clerk Claire French, Assemblyman Sean Kean, and Senator Kyrillos – who all voiced vocal support for submitting before this committee.
I am grateful for Assemblyman Thompson’s council on this policy. He has been extremely helpful, with his prior experience as the Middlesex County Chair, in pointing out ways to improve this process going forward. His recommendations will help to create an improved plan for this and future elections.
I hope this answers some questions. Now, I have two questions for all of you:

1. Will you please forward the names of four municipal chairs from each legislative district who will join the screening committee for their respective potential assembly and senate candidates? I will wait to hear from you before deciding.

2. When you learned about this plan, was your first instinct to trust that if was done in the best interest of the party, or was it to cast dispersions and be negative? Where you sit on this point goes a long way to describing who you are.

On January 11, 2007 the Monmouth County Republican screening committee convened and voted unanimously to open all seats involved in the 2007 general election to the screening committee process. All incumbents and interested candidates must submit a letter of intent to Monmouth County Republican Headquarters, PO Box 808 Freehold, NJ 07728. All letters of intent must be received by February 1, 2007.

After a series of meetings with Republican party leaders on all levels, including county committee members, municipal chairmen, elected officials, and state party leaders, the Monmouth County Republican Organization is proud to announce the candidate selection process for the 2007 general election cycle. The objective of the Monmouth County Republican Organization is to strengthen the Republican Party’s effectiveness in winning elections and governing at all levels of government
On June 13, 2006, I was elected to serve as the Monmouth County Republican Chairman based on a platform of reforming the convention system to include a screening committee so that all potential candidates may be thoroughly vetted, and only those most qualified and able to hold elective office shall be forwarded to a vote of the county committee. Today, we are making good on this promise.
Effective immediately, and unless otherwise provided under the New Jersey Election Code (Title 19), any candidate seeking the Organization’s nomination must agree to submit to a comprehensive interview and interview process before the screening committee, if required.
The membership of the Monmouth County Republican Organization’s screening committee shall consist of member(s) of the Board of Chosen Freeholders, constitutional officers, member(s) of the State Legislature, municipal chairs from geographically diverse parts of the county, executive board members, and at-large members.

RESOLUTION CREATING THE

MONMOUTH COUNTY REPUBLICAN ORGANIZATION’S

CANDIDATE SCREENING PROCESS

WHEREAS, the objective of the Monmouth County Republican Organization is to strengthen the Republican Party’s effectiveness in winning elections and governing at all levels of government; and
WHEREAS, to achieve this objective the Monmouth County Republican Organization must recruit the most highly qualified and ethical candidates that embody Republican values and principles;
THEREFORE BE IT RESOLVED THAT, unless otherwise provided under the New Jersey Election Code (Title 19):

(1) Any candidate seeking federal, state or county office, who wishes to seek the endorsement of the Monmouth County Republican Organization, must by February 1 of the year of the Republican primary election, file a letter of intent to seek the Organization’s nomination for the office sought.
(2) Any candidate seeking the Organization’s nomination who is not an incumbent having served a full term in the office sought, must:
(a) submit a detailed resume;
(b) provide any and all additional information as determined by the Chairman which may be required in writing;
(b) participate in a full and complete interview and interview process with the screening committee;
(c) if successfully screened, agree to participate in a Republican county convention; and
(d) agree that should they lose the Republican county convention, they will support the winner of the Convention and agree not to run against the Monmouth County Republican line as established by the Chairman.
(3) The Monmouth County Republican Chairman reserves the right to require any incumbent to participate in the selection process and submit themselves before the screening committee. If the Chairman exercises this option, his decision must be ratified by a majority vote of the screening committee. In the event the candidate shall not be required to submit themselves to the screening process, they will appear directly at the County Convention.
(4) Only those approved by a simple majority vote of the screening committee may participate in a Republican county convention to seek the Monmouth County Republican Organization’s endorsement and use of the Organization’s official slogan on the Republican primary election ballot.
(5) The screening committee shall recommend no more than two (2) persons per vacant office to be forwarded to the County Convention.
Make-up of the Screening Committee
(1) The membership of the Monmouth County Republican Organization’s screening committee shall be determined by the Chairman each election cycle. The membership shall consist of the Chairman’s selection of member(s) of the Board of Chosen Freeholders or constitutional officers, member(s) of the State Legislature, municipal chairs from geographically diverse parts of the county, executive board members, and at-large members.
(2) In addition, four municipal chairs representing each legislative district shall be added to the screening committee for potential legislative candidates. The additional chair members will only be allowed to screen candidates from their respective districts.
(3) No potential Republican nominee for the Organization’s endorsement serving on the screening committee may vote on their own screening, but may vote on others taking place during the same year.
(4) All members of the screening committee shall be selected by the Monmouth County Republican Chairman in January of each year and serve at the pleasure of the Chairman.
(5) The screening committee shall approve all convention rules by a majority vote at least one week prior to any county Republican convention called by the Chairman.

2007 Organizational Update

On June 13, 2006, the Monmouth County Republican Committee honored me with the great responsibilities to serve as County Chairman. I campaigned on a platform to unify the party based on three guiding principles: (1) professionalize the organization; (2) raise campaign funds ethically; and (3) concentrate our energies on defeating Democrats—not each other.
With the new year upon us and the dawn of another election cycle, we take the next step in this process through the development of new policies for candidate selection and conventions. As the Asbury Park Press quoted me upon becoming your chairman on June 14, 2006: “Puharic pledged not to abolish the practice of holding county conventions to pick the Republican candidates. He proposed creating... a screening committee for candidates before they are put to a vote of the committeemen and women.”
A Chairman will be measured by his record of wins and losses. I take the loss of Andrew Lucas’ seat personally, and the buck stops here. With this tough experience behind us, I am even more convinced about the need to reform the candidate selection process.
We must make sure no future Republican candidate ever faces a divided base of powerbrokers and convention fanatics – angry that their candidate did not win. Many of the loud convention voices fell silent during the campaign trail, not raising money, not putting up signs, not interested in anything other than their own self-aggrandizement.
This weekend, therefore, I have briefed Republican elected officials throughout the county of my intention to implement a screening committee prior to any county convention. Based on their input, I will modify my original plan design to accommodate their concerns. I have briefed my executive committee, and explained my intentions to the council of chairs during our December meeting.
In the coming days, I will explain the process, including:
The structure of the screening committee and the procedures for dealing with vacancies and incumbents;
The deadlines for interested parties submitting letters of intent;
The process for thoroughly vetting all candidates and forwarding the most qualified;
The schedule for screening potential candidates; and
The schedule for the next convention.
You will also undoubtedly hear from voices of disunion, intent on smearing any plans for reform. Critics will charge that we intend to limit the democratic process. This is not true. I intend to restore a representational Republican form of leadership to this county party that will help ensure victory in future elections.
My fellow Republicans, you know my values. I told you the current convention system was a cancer. My opponents thought they would defeat us by attacking this position. We defeated them, overwhelmingly. This was a clear mandate. Now is the time to stick together and reform this process. I am counting on your support for victory in 2007.

Monmouth County mourns the passing of President Gerald Ford

All of our Monmouth County Republican family stands united in mourning at the loss of our President Gerald Ford. President Ford took on the critical role of healer-in-chief at a point when our great nation needed it most. It is through the life and legacy of Gerald Ford that we remember and long for the time when political leaders placed service above self. President Ford paid a high price in the pardoning of Richard Nixon, and the media continues to punish him for it. And yet this act helped move the nation out of the terrible era of Watergate and military stalemate in Viet Nam.

My family is praying for grace and mercy upon the Ford family. We know they will be blessed in short order with a humble satisfaction in the fond memories of a great American – one of those special patriots whose life becomes interwoven in the great flag we cherish so much.

As we gather with family and friends over the next two weeks, let us always remember that it is through the Divine providence of the Almighty that we share in all of the blessings here in Monmouth County, and throughout this great nation. I ask you to pray first and foremost for our soldiers overseas, who are most directly responsible for the freedoms and opportunity we enjoy. Pray for their families and loved ones, that God might soften their loneliness and speed the time until their reunion.

Pray for our President, that he meet every challenge facing this great country. And please remember our local and Monmouth County Republican officials. We hope they will be good stewards of our Republican values of freedom, economic opportunity, fiscal responsibility, and the supremacy of the individual over the government. We hope that the new year will help them to view their priorities more clearly, so that Monmouth County citizens may feel less burdened by the creeping rise of government.

And I will say a prayer for all of you. Many of us have come to Monmouth County from other parts of the state, in an attempt to escape high taxes, poor quality of life, and over-reaching government. Strong municipalities make for a stronger Monmouth County

One of the painful lessons learned in the 2006 elections was that in most of the closely contested municipal races, the Republicans did not win. A strong local party can prove the winning edge that puts our local candidates over the top to victory in 2007. As your County Chairman, I am instituting a number of reforms to help municipal chairmen build stronger local parties. It is my hope that we can work together to gain Republican majorities across our 52 municipalities.

Today, I want to take a moment and share these ideas with you:

Use of county headquarters – Municipal chairs can request a key and hold meetings in our 16 west main street offices. We will make office facilities available, and our office staff will keep a reservation log for your meeting requests.
Voter databases and help with mailing projects – we will create free cd roms with updated voter files for your municipality. Our friendly staff can edit lists to dissect and micro-target voters as you need them. In addition, Kathleen and Tara can help stuff mailers and organize volunteers with some notice.
Strategic advice and planning – In Monmouth County, we are fortunate to enjoy a close working relationship with leaders of our party in the assembly and senate. Together we can help you to define local issues, and pick messages that will win.
A strong finance chair – I am proud to announce that Andrew Lucas has agreed to continue his outstanding service to our party as our next finance chair. During this past campaign cycle, it was Andrew’s selflessness and fundraising prowess that helped lift his running mates to victory. As the next finance chair, Andrew will make sure we have the resources to win in 2007.

In our county headquarters, I am proud to announce the addition of Kathleen Donohue and Tara McMenamin. Some of you may already know these ladies – Kathleen is a County Committee woman in Manalapan and most recently served as Treasurer on Andrew Lucas’ Freeholder campaign. Tara was an intern with Joe Coletti on the Tom Kean campaign and attends Monmouth University.

Freeholder Anna Little is sworn in

Freeholder Anna C. Little was sworn in to her seat on the Monmouth County Board of Chosen Freeholders at last night’s meeting, following her election to a 1-year unexpired term.

The swearing-in ceremony, with the oath of office administered by Superior Court Judge Louis F. Locascio, was held in the restored historic courtroom in the Hall of Records. Her husband, Robert, was at her side along with their children, Katie, Robert and Christine, and her mother, Ann Campbell.

Born in Red Bank, Freeholder Little was raised in Middletown, graduating in 1985 from Middletown High School South. She holds a bachelor’s degree from Seton Hall University, West Orange, and earned her law degree from Seton Hall University School of Law, Newark, in 1992.

“I am honored that voters in Monmouth County have elected me to continue representing them on the Board of Chosen Freeholders,” Little said. “Monmouth County is a very special place, with wonderful parks, educational opportunities and a thriving business community. It is a privilege to be able to give back to the place we call home. As Freeholder, I will see to it that our quality of life is not only preserved, but improved.”

Freeholder Little was selected in February to fill the seat vacated by Amy Handlin, who resigned in January after being sworn in to a seat in the state Assembly. Freeholder Little has oversight of the following functions of county government: Finance Department, Purchasing Department, the county adjuster, and is liaison to the Monmouth County Improvement Authority and Tax Board.

In the coming year, Freeholder Little said she looks forward to continuing her work examining the county budget looking for ways to save money and boost revenues, and will be focusing on shared services. She also said she is excited about continuing her work to foster economic development in the private sector.

“We must do everything we can to retain our workforce so that Monmouth County continues to be the place where businesses want to locate,” Freeholder Little said. “By preserving the workforce and bringing in new businesses, we will create new opportunities for everyone.”

Freeholder Little also is a firm believer that government works best from the bottom up, and she has pledged to build close ties with municipal leaders throughout Monmouth County to help tackle local issues. “As your freeholder, I will continue to reach out to municipal officials and bring their issues back to the office to work on ways in which Monmouth County can help our communities grow.”

Dear fellow Republicans:

On this wonderful day of Thanksgiving, it is my prayerful wish, on behalf of the entire Monmouth County Republican organization, that you and your family be blessed with prosperity, health and good spirits during the approaching holiday season, and in the coming year. In 1863, President Abraham Lincoln proclaimed the holiday of Thanksgiving so that Americans may set aside some time each year, to be surrounded by friends and family, and to give thanks for the bountiful harvest we enjoyed with the grace of the Almighty.

Clearly, in Monmouth County there is much to be thankful for. We live in one of the best places in all of New Jersey. It was made this way due to the hard work of Monmouth County Republicans who governed so well for so many years. We are thankful for the election of our next Surrogate, Rosemarie Peters, and the return of Anna Little to the Board of Chosen Freeholders. We are grateful for the service of Freeholders Robert Clifton, Lillian Burry and Director Bill Barham. Sheriff Joe Oxley, County Clerk M. Claire French, and outgoing Surrogate Marie Muhler are wonderful public servants. We are thankful for the Monmouth County Republican Legislative delegation of Joe Kyrillos, Joe Palaia, Steve Corodemus, Sean Kean, Sam Thompson, Amy Handlin, and Jennifer Beck. The return of Congressman Chris Smith to Washington in an extremely difficult year is a special gift.

And this year, as he heads into a well-deserved retirement from public service, I would like to give special thanks for the service and dedication of Theodore J. Narozanick. There is no one like Ted, and his lifelong commitment to serving his community is a role model that we hope will continue to inspire future generations of Monmouth County residents.

And as your chairman, I am thankful for the work you have done for the good of all Republicans, and for the work you will accomplish in the coming year. As the calendar turns to the new year, we will face unprecedented challenges by democrats hoping to overthrow Monmouth County government with grotesque sums of wheeled campaign funds. Victory will require everything we can muster. Without sticking together, we will accomplish nothing.

The year that is drawing toward its close has been filled with the blessings of fruitful fields and healthful skies. To these bounties, which are so constantly enjoyed that we are prone to forget the source from which they come, others have been added which are of so extraordinary a nature that they can not fail to penetrate and soften even the heart which is habitually insensible to the ever-watchful Providence of Almighty God.

In the midst of a civil war of unequaled magnitude and severity, which has sometimes seemed to foreign states to invite and to provoke their aggression, peace has been preserved with all nations, order has been maintained, the laws have been respected and obeyed, and harmony has prevailed everywhere, except in the theater of military conflict, while that theater has been greatly contracted by the advancing armies and navies of the Union.

Needful diversions of wealth and of strength from the fields of peaceful industry to the national defense have not arrested the plow, the shuttle, or the ship; the ax has enlarged the borders of our settlements, and the mines, as well as the iron and coal as of our precious metals, have yielded even more abundantly than heretofore. To all of the volunteers who worked on the 2006 campaign, a heartfelt thank you from your family at the Monmouth County Republican Committee. We are grateful that through your efforts, we were able to elect Freeholder Anna Little and Surrogate-to-be Rosemarie Peters. We faced an unprecedented challenge in fighting against a national tide of democrat election victories on offices of every level.

How large was this tsunami of Democratic voters? Well, Democrats unseated an incumbent GOP Freeholder in Atlantic County. In the Republican stronghold of Burlington County, the GOP suffered the first defeat in decades with the loss of the surrogate, and the incumbent Freeholders barely held on. The same results happened in Salem and Bergen, once reliably Republican. Campaign spending did not help, as virtual unknowns were able to make serious challenges to well-liked Republicans.

In our own Monmouth County, only 19 of 50 races went to the GOP. Middletown will have a Democrat on the committee for the first time in decades. This was a statistically worse year than the aftermath of Watergate. The defeat of our beloved Andrew Lucas is a wound that will take time to heal. We take comfort in knowing that this outstanding 29-year-young winner has a great future ahead of him, and we look forward to his competing and winning in other contests. The party has many new leaders, and this chairman has found a friend for life.

The election of 2007 starts today. We must reelect two Freeholders. We have a Sheriff and County Clerk to reelect. Our legislators must be returned to Trenton, along with new Republican members in the 12th district. This can only happen if we get to work right away.
This next step is yours. Here is a challenge: Look at the election results in your town. Find the districts that underperformed for Republicans. Make a plan to visit these districts. Talk to voters. Register Republicans. Bring the Freeholders to a town meeting, or a block party.

The rest is up to you. Thanks for the hard work in 2006. There is much more to do.

By now, I’m sure you’ve heard of the remark by the democrats’ Presidential candidate, and what he thinks of our brave men and women in uniform.
John Kerry, the democrat, delivered the following line in a recent speech:

"You know, education, if you make the most of it, you study hard, you do your homework and you make an effort to be smart, you can do well. If you don't, you get stuck in Iraq."

Shame on you. Shame on all of those who would defend this vile and vicious statement. Our men and women in uniform are the brightest, bravest and best that this country has to offer. I am proud of every person who wears the uniform. My children pray for their safety every night.

And what does our local congressman, democrat Rush Holt, think about this remark. Well, he’s busy raising questions about a new military voting program that lets service members request and submit their ballots by fax or e-mail. Yes, that is correct. He is trying to make it more difficult for our brave men and women in Iraq and Afghanistan to vote. I am outraged. You should be too. Please click this link for more info:

At the Monmouth County Republican Party, we have a different attitude towards America’s military. Our own Administrative Manager, Heather Bachman, has been working all weekend long – including a message I received at 10pm on Saturday night -- to make sure the vote is counted for one of our soldiers in Iraq. He wants to vote – his right as an American – but there are too many hurdles in his way. He is willing to lose his life for this country, but some members of congress are not working hard to count his vote.

Fellow Republicans:

Since our campaign launched back in the middle of August, Rosemarie Peters, Andrew Lucas, and Anna Little have proposed thoughtful initiatives to reduce spending, fight against higher taxes, share services, and called for ethical reforms to fundraising and campaign spending.

The democrats have said nothing. They’ve called for a study. We do that already. They’ve called for reform. We are reformers with results, not destructive change-agents with no plan. The democrats have called to raise your taxes on spending for Asbury Park. We’ve called for a hiring freeze to keep your taxes flat.

The democrats have no plan. When you ask your neighbors who they are voting for in county government, if they don’t say our team, ask them why. Do they know what the democrats intend to do? I do. They will raise spending and taxes. They will turn Monmouth into Camden.

Why am I so sure? Well, look at their record. The rare time that one of our opponents was given the chance to work in municipal government, taxes and spending were raised by approximately 29%! The average county tax rate could soar, from a low .266 per $100 to over .30!

Don’t allow this to happen to our county budget. Monmouth County is a great place to live and work thanks to lower taxes, outstanding parks, great educational opportunities and good government. Republican government. There is a difference. When you read this, open your window and shout, “I’m proud to be a Monmouth County Republican!” I’ll be standing by the door, listening for your voice.

Defining Wheeling to suit their purpose

Dear fellow Republicans:

This week, the Democrats have attempted to redefine “wheeling” to benefit their interests and provide cover so they can continue their questionable fundraising practices. The practice of outside county party organizations and interest groups sending large sums of diverted contributions to impact a local race, known as “wheeling,” is one of the most controversial issues in New Jersey politics today.

Last year, Monmouth Democrats wheeled in over $200,000 between October 26 and Election Day. They received over $87,000 from labor unions outside of the county. The New York Council of Carpenters kicked in $25,000 and Camden County Democrat boss Joe Roberts rolled in $37,000.

I find it hard to believe that New York labor bosses and political bosses from Camden County have a grassroots interest in Monmouth County. In a recent letter to the editor, the Democrat treasurer charged with overseeing their party’s finances defended wheeling and attempted to belittle the serious negative impact it has on elections.

They are attempting to mislead voters into thinking what they are about to do again is acceptable. The simple fact is they cannot escape from what they have done in the past. Democrats took hundreds of thousands of dollars from labor unions, special interest and Camden County party bosses, not grassroots contributions from family members.

The precedent has been set and I expect them to do it again this year. Why else would their own bookkeeper look to defend this practice with only days to go in the campaign? The proof is in the finance reports. Instead of defending this, they should join our calls to ban it and pledge not to do it again.

P.S. With nine days left until the election victories of Tom Kean for US Senate, Leigh Ann Bellew and Joe Sinagra for Congress, Rosemarie Peters for Surrogate, Andrew Lucas and Anna Little for Freeholder, and all of our outstanding Republican candidates – once again county spending, legal fees, and other non-starters are being brought into question by the press. I find the timing of the recent articles, so close to the election, interesting to say the least.

Yes, it is true that our Freeholders must continue to find ways to cut spending and keep property taxes low. But you must ask this question: why are New Jersey residents (67,000 last year) leaving New Jersey, while in contrast Monmouth County continues to grow?

The answer is lower taxes, outstanding services, great parks, great educational opportunities like the nationally-recognized Brookdale Community College, and great property values. It takes economic opportunity, entrepreneurial spirit, lower taxes, and good government to grow an economy. The good government is being provided by the all-Republican Board of Chosen Freeholders. Our Surrogate Marie Muhler has lead her office to efficiencies and effectiveness that are recognized by all sides of the political aisle. Our County Clerk Claire French has transformed the office into a revenue-generating laboratory of innovation and accessibility. Our Sheriff Joe Oxley is the National Sheriff’s Association Sheriff of the Year.

Monmouth County is best in the business because of Republican leadership and Republican values. Never forget this.

Fellow Republicans:
You can help Rosemarie Peters, Andrew Lucas and Anna Little win on November 7th – and you can start the victory parade this weekend! In your travels, at sporting events, shopping, or walking your neighborhood, talk to your neighbors about the real reason to vote for Monmouth County Republicans this year: we have a plan for cutting spending, fighting the rise in property taxes, and maintaining the outstanding parks, services, and schools like Brookdale Community College.

When you tell your neighbors about Peters, Lucas and Little, tell them specifics about our plan:

Right-size the county government workforce with a hiring freeze, and through natural attrition that wont require layoffs.
Create an office of shared services, and work to eliminate the duplication of services in an effort to reduce spending and provide property tax relief for Monmouth County families.
Call on Trenton Democrat leaders to use Monmouth County as an example in their effort to reduce the cost of retirement and health benefits to taxpayers. Payments to Trenton have doubled, while Monmouth County benefits reform has saved taxpayers thousands.
Reform campaign fundraisng with voluntary spending caps, and a call to end “wheeling” of hard-to-track campaign contributions from out-of-county power brokers.

Challengers can be the winning difference for Republicans, helping us identify when Republicans come to the polls, and notifying headquarters to call those who haven’t. Interested In Being An Election Day Challenger?

If you’re interested in serving as a Republican challenger on election day, please contact your municipal chair or the Monmouth County Republican Organization prior to next Tuesday, October 24, which is the deadline for filing to become a Republican challenger.

What Do Election Day Challengers Do?

As a challenger, you have the right to observe and challenge the conduct of the election at your assigned polling location. It is your responsibility to ensure that every legal voter is able to vote without being subject to undue influence, trickery or harassment. Part of ensuring that every legal voter has the right to vote, requires ensuring that their vote is not diminished by those who do not have a right to vote, or by those who interfere with the voting process.

When Can I Learn More About Being An Election Day Challenger?

The Monmouth County Republican Organization will be holding two election day challenger training sessions conducted by former New Jersey Republican State Committee Executive Director and election lawyer, Brian Nelson, who has written the Republican challenger guide for every general election in New Jersey since 2003. These challenger training sessions will be held at the following locations and times:

It is time to have a party! For Tom Kean

PLAN:

To simultaneously have 1000 house parties across the state of New Jersey to raise money and show support for Senator Tom Kean and NJ Victory 2006. Each of these parties will raise a minimum of $1000 total. Anyone can hold a house party even if they think they can only raise $200.

WHEN:

October 21, 2006

WHERE:

We are looking for anyone who may be interested in hosting a party to help Senator Tom Kean and the Victory effort. We would like parties in every county. This is a great opportunity to bring friends and neighbors together for a common cause. YOU can help get Tom Kean elected to be our next US Senator.

HOW:

After someone has committed to holding a party they will be given the proper materials. You will receive commitment sheets, campaign materials, and so on. We will be available to help in whatever way possible.

PERKS:

The host whose house parties raise the most money and those who bring in the largest number of checks will have a dignitary visit their house party. These dignitaries range from former Governors to current Assemblymen.
